The platform's whole argument is that this community's leverage comes from its producer class. Mass incarceration is, in the most literal accounting, the removal of producers.
It removes them at the exact age when a man forms the habits that carry the rest of his life, and it returns him with a record that closes the licensed trades, the bonded jobs, the lease, the loan and frequently the ballot. We then express surprise at the recidivism rate. A system that guarantees a man cannot earn lawfully has not finished punishing him; it has enrolled him.
Literacy and numeracy taught to completion, because a substantial share of the incarcerated cannot read well enough to fill out the application they will need on the day they leave.
A trade certified by the same body that certifies it outside, so the credential is worth something the moment he is released rather than being a prison certificate nobody honors.
Treatment for addiction and for the untreated mental illness that fills American jails, which are now among the largest mental health facilities in the country by default rather than by design.
Contact maintained with children, because the platform's family chapter is not suspended at the gate, and a father who is a voice on a phone is worth more to a child than a father who is a rumor.
And a reentry that begins months before release rather than at the bus station with a paper bag.
The party's objection is to the word wholesale. A system that processes Black American adolescents in volume - by neighborhood, by school referral, by the arithmetic of a plea offer that a frightened seventeen-year-old with an overloaded public defender cannot refuse - is not adjudicating individual guilt. It is administering a population.
A boy who takes a plea because trial is a gamble he cannot afford has been convicted by a cash shortage. That is not justice failing at the margins; it is the ordinary operation of the thing.
The party has not adopted a sentencing schedule, a bail model, a position on private prisons or a formula for juvenile transfer to adult court. Those are specific legislative instruments and this chapter does not pretend they have been settled.
What has been settled is the direction: the system's success should be measured by who comes home able to work, not by how long he was held.
