Infrastructure: The Contracts Are the Point

Every road, bridge and broadband build is a procurement decision before it is a construction project.

Infrastructure spending is a wealth transfer

Public infrastructure programmes move enormous sums into private hands through contracts. Which hands is a political decision made long before anyone pours concrete. Historically those decisions have not favoured Black American firms, and the effect compounds: a contractor who wins work grows the capacity to win larger work.

So the party's interest in infrastructure is not primarily about the condition of the roads. It is about who is holding the contract.

Build the capacity to bid

Winning public work requires bonding, licensed trades, project management capacity and a track record - each of which is a barrier that a firm cannot clear alone in a single bid cycle. The community answer is joint ventures, mentor-protege arrangements and shared bonding capacity through community-owned financial institutions.

This is exactly the kind of coordination a members network exists to make possible, and exactly the kind that does not happen without one.

Broadband is infrastructure

The digital divide is discussed in its own chapter, but its infrastructure half belongs here: laying fibre and building wireless capacity is a construction contract like any other. Black American firms should be building the networks our children will learn on.
