Those are two distinct objectives and they are not usually pursued by the same instrument. One is about owning an asset. The other is about how fast a dollar leaves our hands. This chapter explains why one instrument can carry both, and states plainly what this party is not doing.
The dollar that enters a Black American neighborhood leaves it faster than it leaves any other community in this country. It is spent at a store somebody else owns, on goods somebody else supplies, financed by somebody else's lender, and it is gone before it has been earned twice.
That is the whole of the problem this platform's economics section keeps returning to. Wealth is not principally created by earning more. It is created by the same money changing hands several times inside the same community, paying a wage at each pass. A dollar that circulates ten times in a district has done the work of ten dollars. Ours circulates barely at all.
Every previous attempt to fix this has relied on persuasion - buy Black, support your own, keep it local. Persuasion works for a season. A currency is not persuasion. It is architecture. Money that is easiest to spend inside the network circulates inside the network because that is what it is built to do, and it keeps doing it after the campaign is over.
The second objective is the one that makes this different from a loyalty programme. A currency is an asset, and the community that issues one owns something from the moment it exists rather than buying into something somebody else already owns at a price somebody else set.
Black Americans have arrived late to every asset class in this country's history - late to land, late to housing, late to equities, late to the technology that has produced the largest fortunes of the last thirty years. In each case we were admitted after the appreciation had happened and were sold the top. The one position that has never been available to us is being there at the beginning of something, holding it collectively.
That is what issuance means. Not speculation on somebody else's coin - ownership of the instrument itself, and of the network effects it accumulates as it is used.
A currency with nowhere to be spent is a novelty. The thing that decides whether any of this is real is the accepting network: how many Black-owned businesses will take it, in how many cities, for what people actually buy.
That is precisely what the Black Dollar app is being built to assemble - a directory and a transacting network of Black American enterprises. The app is the distribution; the currency is the asset. Neither works without the other, and the order matters. The merchants come first.

Report it and tell somebody. Our community has been the target of financial predation for as long as it has had money, and a movement that did not say this out loud on the same page would be negligent.
This chapter states a platform position. When there is anything to announce, it will be announced with counsel, with disclosure, and inside whatever regulatory framework applies - not in a group chat.
The party has not chosen an issuance model, a chain or technical architecture, a reserve or backing arrangement, a governance structure, a supply schedule, a regulatory posture or a timeline.
Those are the hard questions and they are the ones every failed project in this space answered last instead of first. This party intends to answer them before it builds anything, and to publish the answers where members can read them.
No Black American should put money they cannot lose into any digital asset, including one carrying our own name. A community that has been sold subprime mortgages, payday loans and rent-to-own furniture should be the most sceptical audience on earth for anything promising an easy return, and this party would rather be trusted in ten years than exciting this quarter.
The currency is a tool for circulation and ownership. It is not a lottery ticket, and any version of this that starts behaving like one has stopped serving the people it was named after.
