Foreign policy is an area of politics that has gone ignored and neglected by the Black American community for too long - especially as Black Americans are called to serve disproportionately in America's armed forces. The Black American Party supports our troops by only supporting military action in defense of the physical borders of the United States.
Black American political energy has concentrated almost entirely on domestic questions, for understandable reasons. The result is that on the single category of federal decision most likely to kill our children, this community has had almost no organized voice.
Foreign policy is also where the money is. A commitment abroad is measured in figures that dwarf every domestic program this platform argues for, and when the bill arrives the argument for austerity always seems to reach the domestic side of the ledger first. A constituency that never contests the large number has surrendered the small one in advance.
The standard is defense of the physical borders of the United States. It is deliberately narrow, and it excludes the categories that have produced most American military action in living memory: regime change, the protection of commercial interests abroad, open-ended stabilization missions, and wars entered on behalf of another country's dispute.
The test the party applies is simple and can be applied by any voter: can the case be made, in public, that this action defends the United States itself. If the case requires an audience that does not include the family sending the soldier, the answer is no.
The phrase has been worn smooth by people who use it to mean the opposite. Supporting a soldier means not spending him.
Black Americans enlist at rates above our share of the population, and the reasons are largely economic - the military remains one of the few institutions in this country that reliably converts discipline into a trade, a credential and a path. That is a compliment to the service and an indictment of everything else, and it is exactly why this party will not treat foreign deployment as somebody else's subject.
The party has not stated positions on specific alliances, treaty obligations, trade policy, foreign aid, or any named current conflict. This chapter states the threshold for the use of force. It does not name friends and enemies, and it will not do so casually - a party that assigns itself a foreign policy before it has a legislative caucus is performing, not governing.
