All its forms, and wherever it is found. Both clauses are load-bearing, and a party that means the first without the second has only committed itself to condemning its opponents.
This party is far more interested in what racism does than in what it feels like. Nobody in this community has been harmed by a private opinion held quietly by a stranger. We have been harmed by loan denials, by appraisals, by the school assignment, by the sentencing disparity, by the hiring screen, by the insurance rate and by the map.
So this party measures. Approval rates by lender. Appraisal outcomes on the same property. Suspension rates by school. Sentences for the same offense. Contract awards by agency. Those are the forms racism takes when it has to operate legally, and they are recorded, comparable and actionable in ways an attitude never is.
The most consequential racism in America today does not announce itself and frequently is not consciously held by the person executing it. It is a default in a system that was built when the discrimination was explicit and was never rebuilt. Chasing the word while leaving the machine running is how sixty years produced so little.
This party applies the principle without exception, including where it is uncomfortable.
Racism directed at Black Americans by other Americans of any background, including by other people of color and by immigrant communities operating businesses in our neighborhoods. It is real, our people encounter it weekly, and it is routinely unmentionable in the coalitions we are asked to join.
Colorism inside our own community, which is racism's residue operating on our own children and doing real damage to them before they leave the house.
Racism against any other group. A party built on the wrongness of judging a people by their descent cannot exempt itself from its own principle without becoming something else. This party's positions on immigration and on foreign policy are stated in terms of interests and policy, and any member who wishes to restate them in terms of the inferiority of a people has misunderstood the organization he has joined.
Racism is the condition this platform responds to. It is not the platform.
A movement organized entirely around opposing racism is a movement whose agenda is set by its opponents and whose success is measured by their behavior. It can never do more than react, and it can be exhausted indefinitely by a hostility it does not control.
This party organizes around ownership, leverage and institutions, because those accumulate whether or not anyone's heart has changed. A community with capital, votes that move and institutions of its own is far less vulnerable to racism than a community that has successfully persuaded everyone to be ashamed of it.
Fight it, always. Build regardless.

Conserving Black America is not the same as joining the conservative movement.
Progress has to be measured in assets, not in acknowledgement.
Both parties tell a version of this history that flatters them. Neither version is a reason to hand over your vote.
The change this platform proposes does not require a march. It requires several million people doing ordinary things differently.
The critique is of a political arrangement, not of anyone's sincerity.
