Every birth. Not on request, not on suspicion, not when a man asks for it and has to explain why he is asking. Universal, routine, and administered the way every other newborn screening already is.
Because a test that must be requested is a test that carries an accusation, and that is precisely what makes the current arrangement unworkable. A man who asks has said something about his partner in front of her family. A woman who is asked has been accused of something. The request itself does damage whether or not the answer changes anything.
Make it universal and the accusation disappears entirely. Nobody asked. It is simply what happens in the delivery room, alongside the hearing screen and the blood spot card, and no one at that bedside has said a word about anyone's conduct.
This is the ordinary logic of routine screening. We do not test newborns for metabolic disorders because we suspect a particular family. We test every baby, so that no family is singled out and no case is missed.
For the child, first and most importantly. A child acquires a documented father from the beginning: a medical history, a lineage, a claim to support, a claim to an estate, survivor benefits, and an answer to a question that some Black American adults spend their whole lives carrying. This platform is built on generational transfer, and a transfer requires a documented line.
For the father, certainty at the start rather than a discovery years in. This community contains men who raised a child for a decade and learned the truth afterward, and men who paid support for a child that was never theirs and could not get the order vacated. It also contains men who were never told about a child at all. The same test ends all three.
For the mother, an end to being suspected. The overwhelming majority of the time the test confirms exactly what she said, and it does so in writing, permanently, so the question cannot be reopened in a courtroom or a family argument a decade later.
For the family, the end of a corrosive rumor culture that does real damage in our community and thrives specifically because nothing is documented.
This party will not pretend the policy is costless. Some tests will return an answer that ends a relationship, and a child will grow up in the aftermath. That is a real harm and we state it rather than hiding it.
The judgment this party makes is that the harm of finding out at birth is smaller than the harm of finding out in year twelve, when a bond has been built and is then detonated - and that a truth which exists is going to arrive eventually regardless. The only variable policy controls is when, and how much has been built on top of it by then.
The obligation that follows is real too: a man who learns the child is not his at the bedside must not be turned loose on the mother, and a system that mandates the test takes on the duty to support what happens next.
The party has not stated who bears the cost, what the consent framework looks like, how results are protected from disclosure to third parties, what happens in cases of assault, or how the requirement interacts with adoption, donor conception and existing presumption-of-paternity law.
Those are drafting questions with serious consequences and they will be worked through rather than waved at.
