That includes Black Americans, and it includes everyone else, and the universality is the point - a benefit understood as belonging to one group is a benefit with a target painted on it.
The Black American case for a floor is straightforward. A household one missed paycheck from losing its housing cannot take the risk that building anything requires. Nobody starts a business, moves for a better job, or goes back to school from a position of total exposure. A floor is what makes risk-taking rational, and this entire platform is an argument for risk-taking.
