Both. Cash alone leaks back out within a generation; institutions alone are someone else administering our repair for us.
The Black American Party supports reparations delivered as both institutional investment and direct cash payments to eligible Foundational Black Americans. Not one or the other. Both, together, and for reasons that are structural rather than sentimental.
A debt is owed. That part is not in dispute inside this community and this chapter will not spend its length re-arguing it. What has been missing is a position on form - and form is what decides whether reparations change the community’s position or merely pass through it.
Money arriving into a community with thin ownership and dense predatory commerce does not stay. It moves through payday lenders, rent-to-own operations, subprime auto lots and out-of-community retail within a few years, and the balance sheet at the end looks much like the balance sheet at the start. That is not a claim about how Black Americans spend. It is a claim about what happens to any money that enters an economy nobody local owns.
This platform has argued throughout that income is not wealth and that only assets close an asset gap. A transfer that creates no assets is a very expensive way to leave the gap where it was - and it would be cited for a century as proof that the money was wasted.
The other failure mode is a fund. Capital handed to institutions on our behalf, administered by people who explain to us what our repair should look like. That is not reparations; it is a programme, and this community has had programmes.
It is also easier to capture. A fund has directors, and directors can be chosen. Cash in a person’s hands cannot be redirected by a board.
And the harm was borne individually. People were owned individually, redlined individually, denied a loan individually. A repair that never reaches an individual has not answered the injury it claims to address.
Cash delivers the acknowledgment, immediately and without an intermediary. It settles debts, funds deposits, capitalises businesses and pays tuition. It treats the recipient as an adult owed a debt rather than a case to be managed.
Institutional investment builds the container that lets the cash stay: community development banks and credit unions that lend it back to us, land and property acquisition, endowments that outlive their founders, and business capital on terms a Black American firm can actually meet.
Deliver the cash into that container and it compounds. Deliver it without one and you have funded a single very good year.
Eligibility follows lineage, consistent with the constituency this party represents: Foundational Black Americans, the descendants of those whose labor, genius and sacrifice built this nation. A debt is owed to the descendants of the people it was taken from.
This is not a fringe construction. When California’s Reparations Task Force delivered its final report in June 2023 - more than a thousand pages and over a hundred recommendations - it recommended that eligibility for monetary reparations be limited to those able to demonstrate descent from an enslaved African American in the United States, or from a free African American living in the country before 1900, administered through a new state agency.
A US state working through this in detail arrived at a lineage standard rather than a race standard. So does this party.
This chapter states the form. It does not state the amount, the split between cash and institutional investment, whom the claim is made against - federal, state, corporate, or all three - or a timeline.
Those depend on an accounting that has not been done, and a party that names a figure before the accounting is bidding against itself. We will state them when the work supports them.
One discipline holds throughout. The Black American Party does not make its economic future contingent on a transfer that may not arrive. A community that does so has handed a veto to whoever decides.
Every other commitment in this platform - the network, the directory, the course, community banking, ownership, circulation - can be started this quarter, by us, without anyone’s permission. We pursue reparations as a matter of justice owed, and we build as though it will never come. If it arrives, it lands on infrastructure that is already standing and multiplies there.
That is the difference between a claim and a plan. We intend to have both.
